Scope

Main Contents and Relevant Basis of the Standard

1. Main Contents of the Standard
This standard mainly stipulates the delineation of protection zone boundaries, setting out boundary measurements and maintenance, safety management in the protection zone (including organizational structure and responsibilities for protection zone management, project construction management, irregularity handling, emergency management in the protection zone), daily inspection of the protection zone, daily monitoring, and content related to the information management system of the protection zone.

2. Relevant Basis
To standardize urban rail transit operation management during its operational period, the Ministry of Construction promulgated Order No. 140 in 2005 with the "Regulations on Operation Management of Urban Rail Transit," which clearly stated that "Urban rail transit operating units should organize long-term monitoring work for critical sections and equipment to evaluate the impact of urban rail transit operations on civil engineering structures, regularly conduct safety evaluations of urban rail transit, and develop operational strategies targeting weak links." This regulation specified the scope of control protection zones and put forward overall requirements for external activities in these zones.

On May 21, 2018, the Ministry of Transport issued Order No. 8 of 2018 with the "Regulations on Operation Management of Urban Rail Transit," once again clarifying that "urban rail transit projects should be designated as specified to delineate protection zones." This regulation also put forward safety management requirements for activities in these zones and proposed emergency response measures.

3. Adoption of Standards and Relationship with Relevant Standards
The Technical Specifications for Safety Protection of Urban Rail Transit Structures (CJJ/T 202-2013) sets out the boundaries of control protection zones, addressing the impact of external activities on urban rail transit structures by defining levels of influence from external activities, net distances management indicators, and safety control indicators. It proposes requirements for safety assessments, protective measures, and monitoring.

For areas where this specification overlaps with the aforementioned specifications, it partially adopts these specifications.
Other related monitoring technical requirements are referred to in GB 50026 (Engineering Surveying Standards), GB 50308 (Urban Rail Transit Engineering Surveying Standards), JGJ 8 (Building Deformation Measurement Standards), and GB 50911 (Technical Specifications for Monitoring of Urban Rail Transit Engineering).

Some cities have formulated relevant regulations or standards based on their own needs regarding operation monitoring, management in the protection zone, operational risk evaluation, and management, reflecting valuable practical experiences in rail transit safety management. However, there are inconsistencies among these standards across different regions. In the process of compiling this standard, after thorough research, we fully drew on and absorbed the essence of these regulations while making necessary supplements and improvements to ensure that this specification is comprehensive, effective, and advanced in its management methods.
