Scope

Article 1 In order to standardize the safety management of pressure vessels and ensure the safe operation of pressure vessels, these rules are formulated in accordance with the "Special Equipment Safety Supervision Regulations". Article 2 These rules apply to fixed pressure vessels, mobile pressure vessels and oxygen chambers within the scope of the "Special Equipment Safety Supervision Regulations", but do not include gas cylinders. Article 3 The user of pressure vessels shall implement safety management of the use of pressure vessels in accordance with the provisions of these rules, register the use of pressure vessels, and obtain the "Special Equipment Usage Registration Certificate" (see Appendix A for the format, hereinafter referred to as the "Usage Registration Certificate") . Article 4 The user of pressure vessels shall be responsible for the safe use of pressure vessels. Article 5 The General Administration of Quality Supervision, Inspection and Quarantine (hereinafter referred to as the General Administration of Quality Supervision, Inspection and Quarantine) is responsible for the safety supervision of the use of pressure vessels nationwide, and local quality and technical supervision departments at or above the county level are responsible for the safety supervision of the use of pressure vessels within their own administrative regions. The quality and technical supervision department of a municipality directly under the Central Government or a city divided into districts is responsible for the registration of use of pressure vessels within its own administrative area.
