Introduction

Standard Development Background and Industry Significance

WH/T 107-2025, "General Technical Requirements for Cloud Service Platforms for Internet Access Service Business Premises," was issued by the Ministry of Culture and Tourism. It is the first cloud service platform technical standard for my country's internet access service industry. The development of this standard marks a new stage in the standardization of the digital transformation of internet access venues such as internet cafes and computer lounges. The drafting entities of the standard include the National Network Culture Standardization Technical Committee, industry leaders such as Shunwang Technology and Shengtian Network, as well as the three major telecom operators and industry associations, ensuring the standard's professionalism and practicality.


Core Architecture Design Concept

The standard adopts the loosely coupled modular design concept and constructs three core subsystems: cloud device management subsystem is responsible for virtual disks and network communication capabilities; cloud resource management subsystem uniformly manages operating systems, application software and game resources; support service subsystem ensures user management and log monitoring. This architectural design ensures the scalability and maintainability of the system, and complies with the basic principles of 4.1-4.3.


Detailed Explanation of the Metadata Specification System

Chapter 6 of the standard establishes a complete metadata management system, covering four core categories of metadata: application software, game resources, hardware resources and network resources. Each resource defines a detailed attribute description specification, including 8 attribute dimensions such as Chinese name, English name, data type, constraints, and value range.

Chapter 7 of the standard specifies the platform's four basic functional modules: venue and terminal management, cloud resource management, cloud device management, and support service management. Troubleshooting requirements reflect industry characteristics, specifying that system failures must be resolved within 2 hours, gaming issues within 1 hour, optical path failures must be resolved by operators within 4-6 hours, and developers must respond within 10 minutes.


Technical Specifications for Performance Indicators

Chapter 8, Performance Requirements, sets out detailed technical indicators: computing power requires a CPU clock speed of at least 2.5GHz, 16 threads or more, memory ≥32GB DDR4, and graphics card memory ≥8GB; the network requires a high-quality line of no less than 10Gbps and a latency of less than 1ms; resource utilization is maintained below 70% during peak hours. These indicators provide quantitative standards for the construction of cloud service platforms.


Security System Construction Requirements

Chapter 9 of the standard constructs a complete security system from three dimensions: network infrastructure security, information content security, and computer room construction. Logs must be retained for more than 180 days, and a multi-backup strategy must be adopted; computer room construction must comply with multiple national standards such as GB50174 and GB50019 to ensure the safety of the physical environment.


Implementation Recommendations and Implementation Guide

Based on the standard's requirements, implementing organizations are advised to: 1) adopt a microservices architecture for loosely coupled design; 2) establish a unified metadata management platform; 3) configure hardware resources based on performance metrics; 4) build a multi-layered security system; and 5) develop a comprehensive operations and maintenance management system. The implementation of the standard will drive the development of internet service venues towards standardization and intelligentization, and enhance the overall service quality of the industry.
