Introduction
Background of Standard Revision and Technological Evolution
As a cultural industry standard, WH/T70.2-2020 replaces the original three independent standards of the 2015 version, realizing the systematic integration of provincial, municipal and county library evaluation indicators. This revision focuses on strengthening:
- Indicator system reconstruction: merging the original provincial, municipal and county independent standards to establish a hierarchical application mechanism
- Quantitative standard optimization: canceling vague grade descriptions such as "good" and "basic" to enhance operability
- Enhanced correlation: adding corresponding instructions between indicators, such as A.4.5.3 The data of certified readers must be linked with A.4.6.4

- Local storage of digital resources (A.3.5.1): Self-built special databases should account for more than 30% of the total
- Document deposit rate (A.3.2.5): Ensure that the deposit rate of publications in the province is ≥90% through administrative coordination
Reader service innovation (A.4)
Typical cases of municipal libraries:
- New media services (A.4.13.3): WeChat service accounts should have full functions of reservation, renewal, and event registration
- Services for special groups (A.4.12): Visually impaired reading rooms should be equipped with Braille readers, screen reading software and other auxiliary equipment
