本标准适用于移动通信网提供的电信业务及承载业务，不适用于基于移动通信网实现的增值业务。
Scope
This standard mainly stipulates indicators that reflect the overall service quality of the network in GSM/TD-SCDMA/WCDMA networks. These indicators reflect the telecommunications services (Tele-Service) and bearer services (Bearer-Service) provided by the wireless access network and the core network. )’s end-to-end service quality can be used by operators or government regulators to evaluate the end-to-end service quality of mobile communication networks. This standard applies to telecommunications services and bearer services provided by mobile communication networks, and does not apply to value-added services based on mobile communication networks.
