1.0.1 Engineering design should earnestly implement the guideline of "safety first and prevention first" and shall strictly carry out the provision on “the labor safety and sanitation facilities must meet the standards in the state’s regulations. The labor safety and sanitation facilities used in the construction, renovation and extension engineering must be designed, constructed, put into production and service at the same time with the major engineering” as specified in the “Law of Labor”.
1.0.2 The safeguard of labor safety and industrial hygiene must be implemented in all the professional design to achieve safety and reliability and make sure the safety and health of workman in working process.
1.0.3 The code applies to the fossil fuel power plants of all our domestic productive capital construction, technological innovation and introduction projects.
1.0.4 The design of labor safety and industrial hygiene engineering not only shall implement those specified in this code, but also shall in accordance with those specified in the relevant current national standards and professional standards.
