本标准规定了水电工程招标设计报告编制的原则、工作内容和深度，以及报告的编写要求。 本标准适用于新建、扩建的大、中型水电站和抽水蓄能电站工程招标设计报告的编制。

Scope

This standard specifies the principles, work content and depth of the preparation of hydropower project bidding design reports, as well as the report preparation requirements. This standard is applicable to the preparation of bidding and design reports for newly built and expanded large and medium-sized conventional hydropower stations and pumped storage power stations. Medium-sized hydropower projects can be simplified appropriately as needed, and reconstruction and reinforcement projects of existing hydropower stations and small hydropower projects can be used as a reference.
