This standard is a systematic upgrade of the 2001 version based on the 2009 Energy Industry Standard Revision Plan (National Energy Technology [2009] No. 163). The main changes include:

- Reconstruct the safety measures chapter and subdivide the original wind turbine installation safety measures into 5 sub-items
- Integrate the inspection and maintenance requirements to form a three-in-one management system of commissioning/inspection/maintenance
