Introduction

Background of Standard Revision and Technological Evolution

This standard is a systematic upgrade of the 2001 version based on the 2009 Energy Industry Standard Revision Plan (National Energy Technology [2009] No. 163). The main changes include:

  • Three new modules: basic requirements for work site, unit commissioning safety, and emergency response
  • Reconstruct the safety measures chapter and subdivide the original wind turbine installation safety measures into 5 sub-items
  • Integrate the inspection and maintenance requirements to form a three-in-one management system of commissioning/inspection/maintenance

Impeller hoisting:When the wind speed limit is not clear, the general threshold of 8m/s (blade)/10m/s (nacelle) is implemented, and the double guide rope system must be used.

Typical case:During the installation of a 1.5MW unit, the pitch mechanism was not locked, resulting in a sudden rotation of the impeller and a breakage of the hoist.

  1. Staff training: Must include special certifications such as GB 26860 electrical safety and GB/T 6096 seat belt testing
  2. Periodic inspection: Focus on monitoring key components such as the brake system (semi-annual inspection) and backup power supply (quarterly charging and discharging)
  3. Emergency plan: A slow-descent device should be installed for cabin fires, and the use of carbon dioxide fire extinguishers is prohibited (confined space)
