《GB/T 13386-2009海洋营运船舶明火作业安全技术要求》由348（交通运输部）归口，主管部门为交通运输部。
本标准规定了船舶明火作业条件、可燃气体浓度的测试及风向、风速的测定等安全管理基本技术要求。本标准适用于航行、停泊、装卸和航修（不包括进厂修理船舶）情况下的海洋营运船舶，不适用于液化气船、散装化学品船。
Scope
This standard stipulates the basic technical requirements for safety management such as ship open flame operation conditions, test of flammable gas concentration and wind direction and wind speed measurement. This standard is applicable to ships operating at sea under the conditions of navigation, berthing, loading and unloading and voyage repair (excluding ships entering the factory for repair), and not applicable to liquefied gas carriers and bulk chemical tankers.
