《GB/T 13626-2021单一故障准则应用于核电厂安全系统》由TC30(全国核仪器仪表标准化技术委员会)归口,TC30SC2(全国核仪器仪表标准化技术委员会反应堆仪表分会)执行,主管部门为国家标准化管理委员会。
Introduction
Analysis of the core content of the standard
GB/T13626-2021, as a mandatory standard for the design of nuclear power plant safety systems, has made important revisions to the 2008 version:
- Strengthen the definition of common cause failures (Clause 3.4)
- Add requirements for the assessment of undetectable failures (Clause 5.2)
- Optimize the design basis event analysis process (Clause 5.4)
Comparison of key technical requirements
| Technical elements | Requirements of the 2008 version | Changes in the 2021 version |
|---|---|---|
| Common cause failures | Definition explanation only | Add screening flow chart (Figure 1) |
| Undetectable faults | No clear requirements | Add Appendix A example description |
| Digital system | No special instructions | Add common cause failure protection requirements (Clause 5.5) |
Fault classification management
Detectable fault implementation case
For the failure of the middle position contact of the three-position switch:
- Real-time monitoring is achieved by improving the design of the indicator light circuit
- Establish a regular continuity test system (recommended cycle ≤3 months)
Solutions for undetectable faults
For software logic defects in digital control systems:
- Improve the V&V verification process (cover all test modes)
- Adopt the diversity design principle (GB/T13629)
Design analysis implementation steps
The 10-step analysis method specified in Chapter 6 of the standard:
Steps 4-6: Failure mode analysis → Independence verification → Non-independent system assessment
Steps 7-10: Probability assessment supplement → Multi-dimensional fault analysis → Coupled system inspection → Malfunction prevention
Defense in depth strategy
Three-layer protection against common cause failures:
| Protection Level | Measures | Standard Basis |
|---|---|---|
| Design Defense | Equipment Identification/Diversity Design | GB/T9225 5.5 Clause |
| Operation Defense | Staff Training/Procedure Control | GB/T13286 |
| Maintenance Defense | Periodic Test System | Appendix A.2 |
