Introduction

1. Background and significance of standard formulation

GB/T 15496-2017 "Enterprise Standard System Requirements" is one of the series of standards for enterprise standardization work, aiming to help enterprises build a scientific, systematic and effective standard system. This standard replaces the previous GB/T 15496-2003 version, and mainly revises and improves the overall requirements, construction methods and operation mechanisms of the enterprise standard system.

3. Interpretation of the main contents of the standard

3.1 General requirements

The enterprise standard system should be constructed, operated, evaluated and improved in accordance with the PDCA method. All standards in the system must have clear goals and clear levels to ensure suitability and effectiveness.

3.2 Standard system construction

Including three steps: demand analysis, structural design and standard list:

  • Demand analysis: Based on the needs and expectations of stakeholders, combined with internal and external environmental factors of the enterprise, formulate a plan for the construction of the enterprise standard system.
  • Structural design: According to the results of demand analysis, form a structural diagram of the three subsystems of product realization, basic guarantee and position.
  • Standard Detailed List: Number the standards in each subsystem to ensure the coordination and systematicness of the standards.

3.3 System Operation

Implement according to the PDCA principle, emphasizing integrity, sustainability and effectiveness. The top management needs to provide the necessary resource guarantee and establish a standardization management organization.

3.4 Evaluation and Improvement

Evaluate the enterprise standard system according to GB/T 19273, and continuously optimize and improve the system through analysis results.

4. Implementation Suggestions

  1. Leadership Attention: The top management should personally participate in the construction and implementation of the standard system to ensure resource investment and support.
  2. Full Employee Participation: From management to grassroots employees, they need to receive standardization training and clarify job responsibilities and requirements.
  3. Dynamic adjustment: Regularly evaluate the effectiveness of the standard system and optimize it according to changes in corporate strategy and external environment.
  4. Integrate into existing management system: Integrate the corporate standard system with other management systems such as ISO and HSE to avoid duplication.
