《GB/T 15720-2008中国盲文》由TC148（全国残疾人康复和专用设备标准化技术委员会）归口，主管部门为民政部。
中国盲文是我国视力残疾人使用的触觉凸点文字。本标准是依据“现行盲文方案”和“汉语双拼盲文方案”编制的。
本标准1995年首次发布。本标准为第一次修订。
本标准代替GB/T 15720-1995《中国盲文》。
本标准规定了中国盲文的盲符结构与参数、现行盲文方案、汉语双拼盲文方案、分词连写规则及书写格式等。
本标准适用于视力残疾人使用的触觉凸点文字。
本标准与原GB/T 15720-1995 相比有以下变化：
―――修订了现行盲文的拼法规则；
―――规范了部分定义的表述；
―――规范了部分标点符号的名称及用法；
―――调整了版式，以明确汉字与盲文的对应关系。

This standard specifies the structure and parameter of braille character, current braille system, Chinese double-phonic braille system, rules of word segmentation and link writing and writing form.
This standard is applicable to tactile raised dot words used by visual disabled persons.
