《GB/T 16467-2013电子设备用固定电容器 第19-1部分：空白详细规范 表面安装金属化聚乙烯对苯二甲酸酯膜介质直流固定电容器 评定水平EZ》由TC165（全国电子设备用阻容元件标准化技术委员会）归口，主管部门为工业和信息化部（电子）。
空白详细规范是分规范的一种补充性文件，并包括详细规范的格式、编排和最少内容的要求。不遵守这些要求的详细规范不能认为是符合IEC要求的规范，也不能称作IEC规范。
制订详细规范时应考虑分规范1.4的内容。

Scope

Blank detail specification A blank detail specification is a supplementary document to a sectional specification and includes requirements for format, layout and minimum content of the detail specification. A detailed specification that does not comply with these requirements is not considered to be a specification that complies with the requirements of the IEC, nor can it be called an IEC specification. The content of sub-specification 1.4 should be considered when formulating detailed specifications. Fill in the following corresponding content in the position indicated by the number in parentheses on the first page: Identification of the detailed specification (1) Organization authorized to draft this detailed specification: IEC or national standards body. (2) Detailed specification numbers, publication dates of IEC and national standards and more as required by the national system. (3) General specification number and version number of IEC and national standards. (4) IEC blank detail specification number. Identification of capacitors: (5) A brief description of the type of capacitor. (6) A brief description of the typical structure (when applicable). When capacitors are not designed for use on printed wiring boards, this position in the detail specification should be clearly stated. (7) Outline drawings of main dimensions that have a significant impact on interchangeability, and/or references to national and international documents on outline. Such graphics may also be given in the appendix to the detail specification. (8) Application or application group and (or) evaluation level. (9) Reference data of important characteristics for comparison between various types of capacitors.
