《GB/T 21273-2007环境意识设计 将环境因素引入电工产品的设计和开发》由TC297（全国电工电子产品与系统的环境标准化技术委员会）归口，TC297SC2（全国电工电子产品与系统的环境标准化技术委员会环境设计分会）执行，主管部门为国家标准化管理委员会。
本标准等同采用IEC Guide 114：2005，，规定了将环境因素引入电工产品的设计和开发的概念，供所有参与产品设计的开发的人员等使用，与组织的类型、规模、地理位置和复杂性无关，适用于所有新的或者是更改设计的电工电子设备，适用于直接参与产品开发的人员、负责在组织内制定政策以及参与决策过程的人员。
