《GB/T 21365-2008信息技术 学习、教育和培训 学习对象元数据》由TC28（全国信息技术标准化技术委员会）归口，TC28SC36（全国信息技术标准化技术委员会教育技术分会）执行，主管部门为国家标准化管理委员会。
本标准规定了学习对象元数据的数据元素。也规定了一个概念数据模式，用于定义关于学习对象的元数据实例结构。

Scope

This standard specifies the data elements of learning object metadata. A conceptual data schema is also specified for defining the structure of metadata instances about learning objects. For this standard, a learning object is defined as any entity, digital or non-digital, that can be used for learning, education and training. For this standard, a metadata instance of a learning object describes relevant characteristics applicable to the learning object. These characteristics can be grouped into nine categories: generic, lifetime, meta-metadata, technical, educational, entitlement, relational, commentary, and taxonomy. The linguistic diversity of this conceptual data schema specifies the data elements that make up a metadata instance of a learning object. This standard is intended to be referenced by other standards that define implementation descriptions of data schemas such that metadata instances of learning objects can be used by learning technology systems. Used to manage, locate, evaluate or exchange learning objects. This International Standard does not define how learning technology systems represent or use metadata instances of learning objects.
