《GB/T 3078-2008优质结构钢冷拉钢材》由TC183（全国钢标准化技术委员会）归口，TC183SC16（全国钢标准化技术委员会特殊钢分会）执行，主管部门为中国钢铁工业协会。
本标准规定了结构钢冷拉和磨光钢材的分类、订货内容、尺寸、外形及允许偏差、技术要求、试验方法、检验规则、包装、标志及质量证明书。本标准适用于优质碳素结构钢和合金结构钢（圆钢、方钢和六角形钢）冷拉钢棒。　本标准代替ＧＢ／Ｔ３０７８―１９９４《优质结构钢冷拉钢材技术条件》。
本标准与ＧＢ／Ｔ３０７８―１９９４相比，主要变化如下：
―――标准名称由《优质结构钢冷拉钢材技术条件》修改为《优质结构钢冷拉钢材》；
―――取消分类中非切削加工用钢；
―――增加了“订货内容”；
―――取消了冷顶锻用钢的化学成分的规定；
―――增加了“冶炼方法”的规定；
―――增加冷拉磨光交货状态的规定；
―――调整了冷拉状态交货的３８ＣｒＳｉ、３８ＣｒＭｏＡｌＡ 的硬度值；
―――取消了退火状态交货的冷顶锻用钢材力学性能的规定；
―――增加了顶锻后试样表面的规定；
―――取消了“经需方同意，磨光钢材一边总脱碳层深度可不大于１．０％�摹钡墓娑ǎ�
―――取消了非切削加工用钢表面质量规定。

This standard specifies the classification, ordering information, dimensions, appearance and allowable deviation, technical requirements, test methods, inspection rules, packing, marking and quality certificate of structural steel cold drawn and ground bars.
This standard is applicable to the quality carbon structural steel and alloy structural steel (round steel, square steel and hexagonal steel) cold drawn steel bars.
