《GB/T 32019-2015公共机构能源管理体系实施指南》由TC20（全国能源基础与管理标准化技术委员会）归口，TC20SC3（全国能源基础与管理标准化技术委员会能源管理与节能评估分会）执行，主管部门为国家标准化管理委员会。
本标准给出了公共机构建立、实施、保持和改进其能源管理体系的系统性指导建议。

Scope

This standard gives public institutions the establishment, implementation, maintenance and improvement of their energy management system system guidance. This standard applies to state organs (including party organs, people's congress organs, administrative organs, CPPCC organs, judicial organs, procuratorial organs, etc.), public institutions (including public institutions directly under state organs and education, science and technology that use financial funds in whole or in part. Culture, health, sports and other related public welfare industries and public institutions), group organizations (workers, youth, women and other social groups and related organizations that use financial funds in whole or in part), etc., other relevant institutions can refer to it.
