This standard establishes a three-level hidden danger classification system (major/major/general hidden dangers) and a dual assessment mechanism (first-level screening assessment + second-level quantitative assessment). The technical framework includes:

The weighted scoring method is used to quickly distinguish general hidden dangers from major/significant hidden dangers through 12 indicators. The key indicators include:
- Regional level (four-level division)
- Cathode protection effectiveness (≥80% compliance)
- Nature of the occupied material (flammable/non-flammable)
Secondary assessment (quantitative analysis)
The failure probability model is used: PoF = aff×FM×FD, where:
- aff: baseline failure probability (0.41-10×10-4/km·a)
- FM: management correction factor (0.1-10)
- FD: damage correction factor (five dimensions such as corrosion/third-party damage)

Three types of basic data need to be fully collected:
- Pipeline properties (material/corrosion protection/design parameters)
- Operation records (cathodic protection/internal detection data)
- Environmental information (soil corrosivity/geological disasters)
Disposal strategy
Differentiated measures are taken according to the level:
- Major hidden dangers: Immediately stop transmission + pipe replacement and transformation (disposal within 72 hours)
- Major hidden dangers: Reduced pressure operation + 6-month rectification period
- General hidden dangers: Strengthen inspection + annual re-evaluation
