The standard clarifies the cross-system connection processing process: When connecting urban employee pension insurance with urban and rural residents' pension insurance, it is necessary to handle the rights and interests record merger at the place of benefit collection, and the fund transfer is calculated based on individual account balance + pooling fund transfer.

2. Benefit qualification certification innovation

Introducing a qualification certification system supported by biometric recognition technology, supporting both on-site certification and self-service certification modes, to solve the problems of low efficiency and insufficient coverage of traditional certification methods.

Chapter 5.11 of the standard stipulates that the information system must meet the following requirements:

• Integrated management of business archives
• Data quality complies with GB/T 31594-2015
• Support online processing and digital authentication
• Establish a disaster recovery mechanism
