Analysis of the core content of the standard

This standard constructs a technical system for power grid operation control data covering all aspects of power generation, power transmission and transformation, power distribution, power consumption and dispatching, and realizes standardized management of panoramic data of the power system through 6 major categories of data classification and 4 levels of transmission frequency specifications.

Typical application scenarios

Smart substation data acquisition case

A 500kV smart station uses electronic transformers to realize independent acquisition of multi-winding data for protection (5TPE level), measurement (0.2S level) and metering (0.2S level), which are transmitted to the station control layer through the DL/T860 protocol, and the sampling value message transmission delay is ≤1ms.

New Energy Station Data Transmission Case

A wind farm is equipped with a PMU device to upload the terminal voltage phasor at 25 frames per second. The power prediction system automatically reports a 96-point power generation plan curve every day, and the data interacts with the dispatching master station in the CIM/E format.


Analysis of Standard Evolution

This standard constructs for the first time a power grid data classification system covering five links + four states (as shown in Figure 1), breaking through the limitations of traditional SCADA systems. The main technical breakthroughs include:

  • Innovatively proposes millisecond- to hourly-level multi-time scale data transmission requirements
  • Clearly defines the application specifications of electronic transformers in smart substations
  • Establish a standardized interface for meteorological data and power generation forecasts at new energy stations

  2. Protocol unification: The plant and station end gives priority to the use of standard protocols such as DL/T860 and DL/T634.5104
  3. Safety protection: Strictly follow the safety zoning requirements of the power monitoring system, and key data must be encrypted for transmission
