1. Background and significance of standard formulation

With the widespread application of computer and network communication technology, the network security issues of power monitoring system have become increasingly prominent. In order to ensure the safe and stable operation of the power system, this standard has been formulated in accordance with the National Development and Reform Commission's Order No. 14 of 2014 "Power Monitoring System Security Protection Regulations" and relevant regulations such as the national information system level protection.
