This standard was drafted in accordance with the rules given in GB/T 1.1-2009. Please note that some of the contents of this document may involve patents. This standard is proposed and coordinated by the National Information Security Standardization Technical Committee.


Introduction

In recent years, Internet applications have rapidly spread, and government and public welfare agency websites have developed rapidly. However, due to the non-standard nature of their naming, it has brought great inconvenience to the public in identifying government and public welfare agencies, and the emergence of false websites has brought a great impact on the authority and credibility of government and agencies.

Chinese Domain Name Naming Rules

Chinese domain name consistency should comply with the following rules:

  • a) When registering a Chinese domain name using an organization name or standardized abbreviation, it should be consistent with the approved name.
  • b) When registering a Chinese domain name using a customary name or other name, it should generally include the name of the administrative region, the name of the industry to which it belongs, the name of the organizational form, and be consistent with the organization's functions or business scope.

Naming Rules for English Domain Names

Consistency of English domain names should comply with the following rules:

  • a) When registering an English domain name using an organization's English name, it should be consistent with the approved full name, abbreviation, or a combination of their initials in English name officially used by the organization.
  • b) When registering an English domain name using the full Chinese pinyin name or its initials of the full name, standardized abbreviation, or customary abbreviation, it should be consistent with the full Chinese pinyin name of the corresponding name of the organization or its initials in sequence.

Implementation Recommendations

In actual applications, government and public welfare organizations should strictly follow this standard to implement domain name naming. Specific recommendations are as follows:

  • It is recommended that organizations conduct a full needs analysis before registering a domain name to ensure the consistency between the domain name and the organization name.
  • It is recommended to use Punycode encoding technology to convert Chinese domain names into recognizable ASCII characters.
  • It is recommended to review and update domain names regularly to adapt to changes in the functions and development needs of the organization.
