1. Background of standard formulation and analysis of technological evolution
GB/T 36700.3—2018 is an important part of the guidance on the classification of aquatic environmental hazards of chemicals. Its formulation background is mainly due to the growing global concern about the environmental risks of chemicals. With the acceleration of industrialization, the harm caused by chemicals in the environment has become more and more significant, especially in aquatic ecosystems.

3. Handling of Difficult Substances and Mixtures
Difficult substances refer to substances that are difficult to test in aquatic systems, usually due to poor solubility, high volatility or rapid degradation.
For example, some chemicals that are extremely difficult to dissolve in water may require expert judgment to determine their toxicity level. In this case, if the measured acute toxicity value is less than 1 mg/L, it can be classified as acute category 1; if it is greater than 1 mg/L, it needs to be handled with caution and comprehensively evaluated in combination with other data.
4. Implementation Recommendations
- Preferentially use standardized test methods: such as GB/T27861 (acute toxicity to fish) and the recommended methods of OECD NO.11 to ensure consistency and comparability of experimental results.
- For difficult substances, it is recommended to adopt the WSF or WAF test method and strictly control the conditions during the test to avoid data deviation due to degradation or other physical and chemical factors.
- Data quality assessment: For data from unknown sources, expert judgment is required to ensure its validity and applicability. High-quality data that meets GLP standards should be given priority for classification.
