This standard replaces GB 18218-2009 Identification of major hazard installations for dangerous chemicals, and the following main technical changes have been made with respect to GB 18218-2009:

——It is clear in the application scope that the off-site transportation is not included in the identification range [see Clause 1, d); Clause 1, d) in Edition 2009)];

——The definitions of hazardous chemicals and major hazard installations for hazardous chemicals are revised (see 3.1 and 3.4; 3.1 and 3.4 in Edition 2009);

——The definition of mixture is added (see 3.7);

——The classification of major hazard installations is modified into major hazard installation of production unit and of storage unit (see 4.1.1; 4.1.1 in Edition 2009);

——The names of hazardous chemicals are modified (See Table 1; Table 1 in Edition 2009);

——Classification method of hazardous chemicals is modified (see 4.1.2; 4.1.2 in Edition 2009);

——The determination method for the actual presence of hazardous chemicals is added (see 4.2.2);

——The requirements for identification of mixture are added (see 4.2.3);

——The grading method of major hazard installations is added (see 4.3).

Identification of major hazard installations for hazardous chemicals

1 Scope

This standard specifies the bases and methods for identifying major hazard installations for hazardous chemicals.

This standard is applicable to production and operation units that produce, store, use and operate hazardous chemicals.

This standard is not applicable to:

a) Nuclear facilities and plants for processing of radioactive substances, with exception of their departments that deal with non-radioactive substances;

b) Military installations;

c) Mining industry, with exception of processing processes and storage activities related to hazardous chemicals;

d) Off-site transportation of hazardous chemicals (including railway, road, waterway, air, pipeline and other transport modes);

e) Offshore oil and gas exploration activities.

3 Terms and definitions

For the purposes of this document, the following terms and definitions apply.

3.1
hazardous chemicals
highly toxic chemicals and other chemicals that are toxic, corrosive, explosive, combustible, combustion-supporting, etc., and are hazardous to human body, facilities and environment

3.2
unit
production and storage devices, facilities or sites related to hazardous chemicals, which are classified into production unit and storage unit

3.3
threshold quantity
minimum quantity of certain kind or class of hazardous chemicals to constitute major hazard installations

3.4
major hazard installations for hazardous chemicals
units where hazardous chemicals are produced, stored, used and operated for a long term or temporarily and the quantity of the hazardous chemicals is equal to or greater than the threshold quantity

3.5
production unit
devices and facilities for the production, processing, and use of hazardous chemicals, which are classified into separate units with the shut-off valve, if any exists between them, as the separation boundary

3.6
storage unit
a relatively independent area consisting of the storage tanks or warehouses used for storing hazardous chemicals. The storage tank area is divided into separate units by tank fire dikes and the warehouse is divided into separate units by independent storerooms (independent buildings)

3.7
mixture
mixture or solution composed of two or more substances

4 Identification of major hazard installations for hazardous chemicals

4.1 Identification bases

4.1.1 Hazardous chemicals shall be identified for the major hazard installations according to their hazard characteristics and their quantity. See Tables 1 and 2 for details. The pure hazardous chemicals and their mixtures shall be classified in accordance with those specified in GB 30000.2, GB 30000.3, GB 30000.4, GB 30000.5, GB 30000.7, GB 30000.8, GB 30000.9, GB 30000.10, GB 30000.11, GB 30000.12, GB 30000.13, GB 30000.14, GB 30000.15, 30000.16 and GB 30000.18. The major hazard installations for hazardous chemicals can be classified into those for production unit and those storage unit.

4.1.2 The method for determining the threshold quantity of hazardous chemicals is as follows:

a) For the hazardous chemicals within the scope of Table 1, their threshold quantity shall be determined in accordance with Table 1;

b) For the hazardous chemicals not within the scope of Table 1, their threshold quantity shall be determined based on their hazard according to Table 2; if a kind of hazardous chemical has multiple hazards, its threshold quantity shall be determined according to the lowest threshold quantity among its hazards.
