Introduction
Interpretation of GB/T 38318—2019 Guidelines for Cybersecurity Assessment of Power Monitoring Systems
Standard Overview
GB/T 38318—2019 Guidelines for Cybersecurity Assessment of Power Monitoring Systems was issued by the State Administration for Market Regulation and the National Standardization Administration, aiming to guide power companies in carrying out cybersecurity assessments of power monitoring systems. This standard is used in conjunction with GB/T36572—2018 and is applicable to cybersecurity assessments of power monitoring systems in the planning, design, implementation, operation and maintenance, and abandonment stages of power companies.
| Standard Content | Requirement Description | Keywords |
|---|---|---|
| Electric Power Monitoring System | Basic principles and methods for network security assessment. | Network Security Assessment |
| Life Cycle Phases | Security assessment requirements for planning, design, implementation, operation and maintenance, and disposal phases. | Life Cycle Security |
| Infrastructure Security | Physical security measures such as computer room protection, power supply system, and electromagnetic shielding. | Infrastructure protection |
| Architecture security | Logical security requirements such as network partitioning, network dedicating, horizontal isolation, and vertical authentication. | Network security architecture |
Assessment content and implementation process
The standard clearly specifies the content of network security assessment of power monitoring systems, including asset assessment, threat assessment, and vulnerability assessment.
Case analysis: implementation of security assessment in a power company
Through actual cases, it shows how to set security goals in the planning stage, optimize security plans in the design stage, and verify the effectiveness of security measures in the implementation stage.
Safety Management Assessment
It emphasizes the importance of the safety management system, personnel safety management and equipment and system safety management to ensure the safety of the power monitoring system throughout its life cycle.
Implementation Recommendations
- It is recommended that enterprises conduct regular network security assessments, especially when major changes occur in the system.
- It is recommended to use safety protection equipment and certification bodies that meet national standards for assessment.
- It is recommended to strengthen employee safety awareness training to ensure that safety management measures are implemented in place.
