- Special evaluation group: divided by technical field, each group includes:
- Group leader (must be a committee member)
- Technical secretary (from the evaluated unit)

Special note: Clause 4.3 requires the assessed unit to provide a technical secretary, who should have:
- More than 3 years of relevant technical experience
- Familiar with the project’s technical status
- Possess document management capabilities
