This standard innovatively transforms the independent evaluation mechanism formed in aerospace engineering practice into a standardized process. Its technological evolution has gone through three stages:

Innovative design of evaluation organization structure

The first three-level evaluation organization system in the standard:

  1. Evaluation Committee: composed of 7-15 cross-disciplinary experts, including the director/deputy director technical decision-making layer
  2. Evaluation Office: Set up a quality management department and assign full-time coordinators
  3. Special evaluation group: divided by technical field, each group includes:
    • Group leader (must be a committee member)
    • Technical secretary (from the evaluated unit)
    • Industry experts (≥3)

Typical application case: Satellite control system assessment

During the evaluation of a high-orbit communication satellite project at the initial prototype stage, it was found that:

Recommendations for the implementation of the standard

Enterprise application plan

It is recommended to implement it in three steps:

  1. Preparation stage (1-3 months):
    • Establish an assessment expert database (must include 30% external experts)
    • Develop a project risk assessment matrix
  2. Pilot stage (6 months): Select 1-2 key subsystems for assessment
  3. Full promotion: Incorporate assessment nodes into project milestones

Special note: Clause 4.3 requires the assessed unit to provide a technical secretary, who should have:

  • More than 3 years of relevant technical experience
  • Familiar with the project’s technical status
  • Possess document management capabilities
