Standard Background and Evolution
As my country's first national standard for community education services, this standard responds to the requirements of the "National Medium- and Long-Term Education Reform and Development Plan (2010-2020)" and integrates the contents of 12 related standards such as GB/T 26997-2011. Its technological evolution presents three major characteristics:

- Deepening of resource integration: Emphasis on the coordination mechanism of schools and institutions within the community
