Standard Background and Technical Evolution

As my country's first national standard for comprehensive evaluation of chemical parks, GB/T39217-2020 fills the gap in industry management. The standard was proposed by the SAC/TC251 National Technical Committee for Standardization of Hazardous Chemicals Management, integrating new development concepts such as circular transformation and green chemical parks, reflecting the shift from single safety supervision to systematic evaluation of high-quality development.

Key implementation requirements

Construction of safety emergency response system

The standard requires the establishment of a six-in-one emergency response system:

  • Equipment of special fire stations in accordance with GB51054
  • Emergency rescue material warehouses must comply with GB30077
  • Major hazard source monitoring coverage must reach 100%

Environmental monitoring innovation

For the first time, the construction requirements of the characteristic pollutant catalogue are proposed, and it is clarified that:

  • Establish a three-dimensional monitoring network for air/wastewater/soil
  • Additional environmental monitoring points need to be added in adjacent sensitive areas
  • VOCs emissions are included in the unit output value assessment

Smart development path

The standard promotes the construction of the smart chemical park platform, with key assessments:

  1. Proportion of smart factories at or above the provincial level (formula: RIF=IF/TF×100%)
  2. Digital monitoring of public pipeline corridors (refer to GB/T36762)
  3. Full-course tracking of dangerous goods transport vehicles
