《GB/T 39274-2020公共安全视频监控数字视音频编解码技术测试规范》由TC100(全国安全防范报警系统标准化技术委员会)归口,主管部门为公安部。

Introduction

Analysis of the core content of the standard

As a supporting test specification for GB/T 25724-2017, this standard specifies the technical test framework for video encoders, video decoders, audio encoders and audio decoders in public security video surveillance systems. The encoding and decoding quality of networked sharing systems is ensured through a unified test method.

Key Technology Test Dimensions

Test Objects Core Test Items Performance Indicators Quality Evaluation Methods
Video Encoder ROI Coding/Temporal SVC/4:2:2 Sampling Rate Deviation ≤±10% Boundary Continuity Check
Video Decoder NAL Parsing/Reference Frame Management/SAO Filtering SSIM≥0.8 Structural Similarity Comparison
Audio Codec ACELP/TVC mode/feature parameter extraction PESQ-WB difference ≤ 0.2 Subjective speech quality evaluation

Video encoder in-depth test requirements

Monitoring extended information encoding must contain an absolute time identifier (extension_id=4), and the time synchronization accuracy must be verified during the test. For video encoding chips, Appendix A specifically stipulates that 12Mbps high bit rate performance must be tested at 3840×2160@30fps.

ROI function test requires that segmentation_enable=1 and roi_flag=1 exist in the encoded stream at the same time, and the QP value difference of each ROI area must be ≥5.

Innovation in quality evaluation methods

The SSIM algorithm proposed in Appendix B evaluates decoding quality from three dimensions of brightness, contrast, and structure:

  • Brightness similarity: weighted comparison of μx and μy (C1=6.5025)
  • Contrast similarity: covariance calculation of σx and σy (C2=58.5225)
  • Structural similarity: normalization processing of σxy/(σxσy)

During on-site detection, the SSIM mean of 3 minutes of continuous video is required to be ≥ 0.8 and the SSIM value of a single frame is not less than 0.75.

Implementation suggestions

1. Test environment construction: It is recommended to configure a standard test source library, including 10 typical monitoring scenarios (such as low illumination at night, high-speed motion, etc.)

2. Automated testing: Develop a test tool chain that meets the requirements of Chapter 4 of the standard, supporting automatic parsing of syntax elements and generation of BD-Rate curves

3. Chip-level verification: For video encoding chips, it is necessary to add -20℃~70℃ temperature cycle tests to verify the stability of encoding and decoding
