As the first special assessment and evaluation specification for national parks in my country, this standard has constructed a complete evaluation system including 4 first-level indicators, 12 second-level indicators and 58 tertiary indicators, reflecting the paradigm shift from traditional protected area management to national park governance system.

Ecological assets

Definition: including natural resource assets (stocks such as forests and wetlands) and ecosystem service assets (regulation, cultural and other service flows). The accounting method of Appendix C shall be adopted for assessment, such as carbon storage using the ecosystem productivity model.

Authenticity assessment

Operational standards: The core area's native ecosystem ratio is required to be greater than 95% and the quality rate is greater than 70% (Grade A), and the resident population density is less than 5 people/km². It is necessary to combine remote sensing interpretation with field verification.

Data Collection Optimization

It is recommended to establish an integrated ground-air monitoring network:

• Satellite remote sensing for ecosystem fragmentation assessment
• Internet of Things sensors for real-time monitoring of water quality/air quality
• Patrol terminal APP to record species observation data

Community participation mechanism

Referring to Article 6.2.3 of the standard, this can be achieved through:

1. Establishing public welfare patrol posts (accounting for 20% of the score)
2. Developing ecological agricultural product franchise
3. Establishing a community co-management committee

Sanjiangyuan National Park in the 2021 stage evaluation:

• Soil conservation increased by 12% using the RUSLE model
• Species conservation score improved through snow leopard infrared camera monitoring
• Community participation score reached 19 points (out of 20)
