Standard Background and Technical Evolution

This standard was jointly compiled by the Ministry of Natural Resources and 8 scientific research institutions, integrating the technical requirements of 21 current national standards and 14 industry standards. Compared with earlier standards such as TD/T 1036-2013, 8 innovative indicators such as ecosystem service function evaluation and carbon sink measurement were added, reflecting the technical upgrade from single land reclamation to comprehensive management.
