Background of Standard Revision and Technological Evolution
This standard was revised in accordance with the requirements of the 2013 Engineering Construction Standard Revision Plan of the Ministry of Housing and Urban-Rural Development (Jianbiao [2013] No. 169), led by MCC Eastern Engineering Technology Co., Ltd., in collaboration with a number of metallurgical design institutes and steel companies. Compared with the old version of the standard, this revision mainly reflects three major technological breakthroughs:

Raw material specifications
Chapter 6 of the standard clearly stipulates: Continuous casting billets are preferred (hot charging rate of alloy steel ≥30%, ordinary steel ≥50%). The cross-sectional dimensions of billets are divided into the following types according to the steel grades:
- Non-/low-alloy steel: 150×150mm~165×165mm
- Alloy steel: 120×120mm~200×200mm
Rolling process
Typical case: A steel plant adopts a double-line production line designed according to this standard and achieves an annual output of 800,000 tons through a headless continuous layout. The key process control points include:
- Micro-tension rolling between roughing/medium rolling mills
- Pre-finishing mill tension-free rolling

Chapter 11 stipulates: The power supply and distribution system must be equipped with a harmonic suppression device (PCC point harmonic voltage ≤ GB/T14549 limit), and it is recommended to use:
- AC variable frequency speed regulation system (main drive)
- Industrial Ethernet communication (L1/L2 system)
- Infrared thermometer + electromagnetic flowmeter (key instrument)
Safety and environmental protection
Chapter 14 clearly states:
- The heating furnace area must be equipped with a CO monitoring and alarm device
- Chimney height ≥50m and 3m higher than surrounding buildings 200m away
- Noise control must comply with GB12348 factory boundary standards
