Introduction

1. Background and significance of standard formulation

According to the requirements of the Ministry of Housing and Urban-Rural Development's "Notice on Issuing the (2014 Engineering Construction Standard Specification Formulation and Revision Plan>" (Jianbiao C2013] No. 169), this specification was edited by Sinopec Guangzhou Engineering Co., Ltd., summarizing the design and management experience of nearly ten years at home and abroad, and drawing on relevant international standards. The specification aims to guide the engineering design of petrochemical liquid material railway loading and unloading facilities to ensure advanced technology, economic rationality, safety and environmental protection.

2. Comparison of standard frameworks

Chapter Content Overview Keywords
General Principles (Chapter 1) Scope of application and basic requirements of the specification Scope of application, basic requirements
Terms (Chapter 2) Define key terms such as loading and unloading pipes, isolation vehicles, etc. Loading and unloading pipes, isolation vehicles
Basic provisions (Chapter 3) Basic specifications such as annual operating days, range of values for filling coefficients, etc. Annual operating days, filling coefficients

3. Analysis of key technical points

3.1 Key points in the design of loading facilities

loading platform needs to consider the annual operation days, daily operation batches and number of vehicles. According to Table 3.0.8, the daily value range of loading and unloading imbalance coefficient for different transport volumes is:

Transport volume (t/a) Loading imbalance coefficient
Less than 5X104 and ≤50X104 1.2-1.3
Greater than 50X104 2.5-3.0

4. Implementation suggestions and precautions

  • Site selection and planning:Terrain conditions should be considered comprehensively, and horizontal layout should be preferred to improve safety.
  • Equipment selection:It is recommended to use quantitative loading technology and dynamic track scale for measurement and verification.
  • Safety and environmental protection:The closed loading process is suitable for Class A flammable liquids, and oil and gas processing facilities must comply with GB 50759 requirements.
  • Operation and maintenance:Regularly check the pipeline sweeping interface to ensure that the anti-condensation measures are effective, especially for high-viscosity materials.
