本标准适用于化学纤维制造业排污单位排放水污染物和大气污染物的排污许可管理。化学纤维制造业排污单位中,执行《火电厂大气污染物排放标准》(GB 13223)的产污设施和排放口适用于《火电行业排污许可证申请与核发技术规范》;执行《锅炉大气污染物排放标准》(GB13271)的产污设施和排放口适用于《排污许可证申请与核发技术规范 锅炉》(HJ 953);醋酯纤维制造中的醋酐产污设施和排放口适用于《排污许可证申请与核发技术规范 石化工业》(HJ 853);循环再利用涤纶制造中的原料制造(瓶片、泡料等)产污设施和排放口适用于《排污许可证申请与核发技术规范 废弃资源加工业》(HJ 1034)。
本标准未作规定,但排放工业废水、废气或有毒有害污染物的化学纤维制造业排污单位的其他产污设施和排放口,参照《排污许可证申请与核发技术规范 总则》(HJ 942)执行。
Introduction
Standard Background and Scope of Application
This standard was first published in 2020. It aims to standardize the application and issuance process of pollutant discharge permits for the chemical fiber manufacturing industry. It is applicable to the management of water and air pollutant emissions from viscose fiber, acetate fiber, synthetic fiber (polyester, nylon, etc.) and lyocell fiber manufacturing companies. Special pollution-producing facilities (such as boilers and thermal power plants) must refer to the corresponding industry specifications for implementation.

Waste gas treatment case
Viscose fiber production line Carbon disulfide produced in the yellowing process is recommended to be removed by the "absorption + adsorption" combined process, with a removal efficiency of more than 90%.
Wastewater treatment process
Acrylic fiber production wastewater contains high concentration of acrylonitrile, which needs to be pre-treated by steam stripping before entering the "hydrolysis acidification + aerobic biological treatment", with a COD removal rate of >85%.
Key points for environmental management practice
- Self-monitoring: VOCs at the main exhaust gas outlets need to be monitored monthly, and automatic monitoring equipment should be installed for COD/ammonia nitrogen at the total wastewater outlet
- Ledger records: Daily records of pollution control facility operating parameters (such as desulfurization agent dosage, sludge generation)
- Implementation report: Key management enterprises need to submit quarterly/annual reports, including actual emission accounting and compliance analysis
