为贯彻《中华人民共和国环境保护法》和《中华人民共和国水污染防治法》，规范制浆造纸废水治理工程的建设与运行管理，防治环境污染，保护环境和人体健康，制定本标准。
本标准规定了制浆造纸工业废水治理工程设计、施工、验收、运行与维护的技术要求。本标准适用于采用化学制浆、化学机械制浆、机械制浆及废纸制浆工艺的制浆和造纸企业的废水治理工程，可作为环境影响评价、可行性研究、设计、施工、安装、调试、验收、运行与监督管理的技术依据。
本标准为首次发布。

Scope

This standard specifies the technical requirements for the design, construction, acceptance, operation and maintenance of wastewater treatment projects in the pulp and paper industry. This standard applies to wastewater treatment projects of pulping and papermaking enterprises that use chemical pulping, chemical mechanical pulping, mechanical pulping and waste paper pulping processes. It can be used as a basis for environmental impact assessment, feasibility study, design, construction, installation, Technical basis for commissioning, acceptance, operation and supervision.
