Introduction
Background of Standard Revision and Technological Evolution
As the first revision of the 2007 version of the standard, HJ 338-2018 focuses on strengthening the following technical contents:
- Added technical requirements for environmental status investigation of drinking water sources
- Improved the technical steps and method system for demarcation of protected areas
- Standardized the requirements for map production and demarcation accuracy (error ≤1dm)
- Refine the differentiated division rules for different types of water sources
Definition of core terms
| Terms | Definition points | Management requirements |
|---|---|---|
| First-level protected area | Core area of water intake to prevent direct pollution | All pollutant discharge is prohibited |
| Secondary protection zone | Key water quality assurance area | Restriction on pollution discharge |
| Quasi-protection zone | Recharge zone or risk control zone | Implement total amount control |
Comparison of key technical methods
Surface water division method
| Method type | Applicable conditions | Calculation parameters |
|---|---|---|
| Analogy experience method | Water quality meets the standard and there is no major risk source | Reference to historical data |
| Emergency response time method | Risk source concentration area | Flow velocity + response time (≥2h) |
| Numerical model method | Complex hydrological conditions | Two-dimensional water quality model parameters |
Groundwater division method
| Water source type | First-level protection zone | Second-level protection zone |
|---|---|---|
| Pore diving | 100-day migration distance | 1000-day migration distance |
| Karst water | Refer to river type standard | Generally not set |
Typical application cases
Case 1:A reservoir-type water source uses the numerical model method to delineate the secondary protection zone. Through two-dimensional water quality simulation, it is determined that the TP concentration needs to be ≥3km away from 0.2mg/L to 0.05mg/L.
Case 2:The riverside water well implements both river type (1000m upstream of the water intake) and groundwater type (radius 50m) dual standards.
Implementation suggestions
- Prioritize the environmental status survey of the water source (Appendix A)
- It is recommended to use numerical models for verification of complex hydrogeological conditions
- Map production must meet the 1:50000 scale requirements
- Establish a regular evaluation and adjustment mechanism
