本标准规定了煤炭采选业清洁生产的一般要求。本标准将清洁生产标准指标分为七类，即生产工艺与装备要求、资源能源利用指标、产品指标、污染物产生指标（末端处理前）、废物回收利用指标、矿山生态保护、环境管理要求。
本标准适用于煤炭采选业的清洁生产审核、清洁生产潜力与机会的判断，以及清洁生产绩弹效评定和清洁生产绩效公告制度，也适用于环境影响评价和排污许可证等环境管理制度。

Scope

This standard specifies the general requirements for cleaner production in coal mining and dressing industry enterprises. This standard divides cleaner production standard indicators into seven categories, namely production process and equipment requirements, resource and energy utilization indicators, product indicators, pollutant generation indicators (before terminal treatment), waste recycling indicators, mine ecological protection indicators, and environmental management requirements. . This standard applies to coal mining and dressing industry enterprises’ cleaner production audits, judgment of cleaner production potential and opportunities, as well as cleaner production performance assessment and cleaner production performance announcement systems. It also applies to environmental management systems such as environmental impact assessment and pollution discharge permits.
