本标准规定了铅冶炼业清洁生产的一般要求。本标准将清洁生产标准指标分成五类，即生产工艺与装备要求、资源能源利用指标、污染物产生指标（末端处理前）、废物回收利用指标和环境管理要求。
本标准适用于以硫化铜精矿为主要原料的铜的火法冶炼企业（不包括以废杂铜为主要原料的铜冶炼企业，也不包括湿法冶炼铜的企业）的清洁生产审核、清洁生产潜力与机会的判断，以及清洁生产绩效评定和清洁生产绩效公告制度，也适用于环境影响评价、排污许可证管理等环境管理制度。

Scope

This standard specifies the general requirements for cleaner production in the copper smelting industry. This standard divides cleaner production standard indicators into six categories, namely production process and equipment requirements, resource and energy utilization indicators, product indicators, pollutant generation indicators (before terminal treatment), waste recycling indicators and environmental management requirements. This standard is applicable to the clean production audit and cleaning of copper pyrometallurgical smelting enterprises that use copper sulfide concentrate as the main raw material (excluding copper smelting enterprises that use scrap copper as the main raw material, nor does it include enterprises that hydrometallurgically smelt copper). The judgment of production potential and opportunities, as well as the cleaner production performance assessment and cleaner production performance announcement system, are also applicable to environmental management systems such as environmental impact assessment and pollution discharge license management.
