本标准规定了再生有色金属（再生铜、再生铝、再生铅和再生锌，下同）排污单位排污许可证申请与核发的基本情况填报要求、许可排放限值确定、合规判定的方法以及自行监测、环境管理台账与排污许可证执行报告等环境管理要求，提出了再生有色金属排污单位污染防治可行技术要求。
本标准适用于指导再生有色金属排污单位填报《排污许可证申请表》及在全国排污许可证管理信息平台填报相关申请信息，适用于指导核发机关审核确定再生有色金属排污单位排污许可证许可要求。
本标准适用于以废杂有色金属、含铜污泥、含锌炼钢烟尘等为主要原料生产有色金属及其合金的排污单位排放的大气污染物和水污染物的排污许可管理。以含铅浸出渣等有色金属二次资源为主要原料生产有色金属及其合金的排污单位排污的大气污染物、水污染物的排污许可管理参照本标准执行。、
本标准未做出规定但排放工业废水、废气或国家规定的有毒有害污染物的再生有色金属排污单位其他产污设施和排放口，参照《排污许可证申请与核发技术规范 总则》(HJ 942)执行，锅炉按《排污许可证申请与核发技术规范 锅炉》（HJ 953）执行。

Scope

This standard stipulates the basic requirements for filling in the application and issuance of emission permits for recycled non-ferrous metals (recycled copper, recycled aluminum, recycled lead and recycled zinc, the same below), determination of permitted emission limits, actual emission accounting, compliance Determination methods and environmental management requirements such as self-monitoring, environmental management ledgers, and pollution discharge permit execution reports are proposed, and feasible technical requirements for pollution prevention and control of recycled nonferrous metal pollution discharge units are proposed. This standard is applicable to guide the recycling non-ferrous metal pollutant discharge units to fill in the "Pollution Discharge License Application Form" and fill in the relevant application information on the National Pollutant Discharge License Management Information Platform. It is suitable to guide the issuing authority to review and determine the pollutant discharge license requirements for the recycled non-ferrous metal pollutant discharge units. This standard applies to the emission permit management of air pollutants and water pollutants discharged by emission units that produce nonferrous metals and their alloys using waste nonferrous metals, copper-containing sludge, zinc-containing steelmaking smoke, etc. as the main raw materials. The emission permit management of air pollutants and water pollutants discharged by emission units that use non-ferrous metal secondary resources such as lead-containing leaching slag as the main raw material to produce non-ferrous metals and their alloys shall be governed by this standard. Other pollution-producing facilities and discharge outlets of recycled non-ferrous metal pollution-discharging units that are not specified in this standard but discharge industrial wastewater, waste gas or toxic and harmful pollutants specified by the state shall be implemented with reference to the "General Principles of Technical Specifications for Application and Issuance of Pollution Discharge Licenses" (HJ942) , the boiler shall be implemented in accordance with the "Technical Specifications for Application and Issuance of Pollution Discharge License for Boilers" (HJ953).
