Introduction

Background of Standard Revision and Major Changes

Revision Dimensions 2010 Edition 2018 Edition
Definition of Terms Definition of "Self-carried Baggage" Changed to "Hand Baggage" and added definition of "Excess Baggage"
List of Dangerous Goods Article 4.1 Prohibited Items Adjust the classification order and add 6 explicitly prohibited items such as diplomatic confidentiality luggage
Transport of Lithium Batteries Not separately classified Special regulations for 9 new types of lithium batteries (including power banks, e-cigarettes, etc.)

Analysis of core transportation restrictions

Typical cases of prohibited items

Confidential luggage: Diplomatic briefcases, cash boxes and other confidential equipment containing lithium batteries or pyrotechnic substances are prohibited from being carried in checked or hand luggage.

Medical equipment: Medical oxygen cylinders and liquid oxygen devices must be requested from the airline in advance and are prohibited from being carried by passengers.

Special Provisions for the Transportation of Lithium Batteries

Equipment Type Lithium Content/Energy Carrying Method Special Requirements
Power Bank ≤100Wh Handheld Only Rated Energy Must Be Indicated
Electric Wheelchair ≤300Wh Requires Advance Declaration Non-leakproof Batteries Must Be Disassembled and Packed Separately
Electronic Cigarettes ≤2g Lithium Metal Prohibited from checked baggage Prohibited from use throughout the entire journey

Implementation suggestions

  1. Airline operation: Establish a dual channel for dangerous goods information transmission (check-in → security check → pilot)
  2. Passenger notification: Mandatory reminder of the prohibited items list during ticket purchase, check-in and boarding
  3. Emergency response: Provide special fireproof bags for lithium battery fires (Example in Appendix B)

Analysis of standard technology evolution

This standard refers to ICAO Doc9284, but establishes stricter restrictions on the transportation of lithium batteries and the carrying of alcoholic beverages:

  • List power banks separately from ordinary electronic devices, and clearly define the upper limit of 160Wh
  • Alcoholic beverages with a concentration of more than 70% are prohibited from being checked in (ICAO allows alcoholic beverages with a concentration of more than 24%).
  • New regulations for the transportation of new electronic devices such as self-balancing scooters
