Introduction

Interpretation of the core content of the standard

This standard stipulates the key requirements for the construction of livestock and poultry manure treatment sites, such as scale division, process selection, and facility configuration, with an emphasis on the reduction, harmlessness, and resource utilization principles. According to the treatment scale, it is divided into categories I-IV (converted by the number of pigs in stock), and the treatment site is required to maintain a distance of ≥100m from the breeding farm and ≥500m from the residential area.

Key technical requirements

1. Anti-seepage design

All water tanks must adopt reinforced concrete structure and be treated with anti-seepage, with an anti-seepage coefficient of ≤10-7cm/s to prevent groundwater pollution.

2. Waste gas control

Methane must be equipped with an emergency burner (torch), and the H2S concentration of composting waste gas must meet the requirement of ≤0.06mg/m³ in GB 14554.

3. Automation configuration

Class I treatment sites require fully automated monitoring, while Class III-IV can use mechanical control, but manual operation functions must be retained at key nodes.


Implementation recommendations

  1. Site selection phase: Prioritize sites close to biogas fertilizer consumption areas and avoid sites within 500m of ecological red line areas
  2. Process selection: Anaerobic digestion systems with heating and insulation should be used in cold northern regions
  3. Operation and management: Establish a biogas safety warning system, and regularly test the lightning protection grounding resistance ≤10Ω
  4. Renovation and expansion projects: The utilization rate of existing facilities should be ≥60%, and the newly built parts must comply with the current fire protection distance requirements

Standard evolution analysis

Main upgrades compared to the 2008 version: ① Added garage-style fermentation and other new processes; ②Refine the construction requirements for Class IV small-scale sites; ③Strengthen the regulations for online odor monitoring; ④Increase the greening rate to ≥30%. The next step may include new technical requirements such as photovoltaic biogas slurry treatment.
