This standard is formulated to address the increasingly prominent photochemical smog pollution problem in the process of urbanization, and specifies a technical framework for identification based on the ultraviolet index and ozone concentration. It is applicable to the monitoring and early warning services of meteorological and environmental protection departments.

Technology evolution analysis
Compared with the WHO 1987 guidelines, this standard innovatively introduces PAN concentration as an auxiliary criterion to reflect the complex pollution characteristics of my country. Compared with HJ 633-2012, the precondition of ultraviolet radiation intensity is added.
Typical application case
The monitoring data of the Pearl River Delta in 2016 showed that when the UV index reached level 5 and the PAN concentration rose to 7.2μg/m³, although the hourly ozone concentration was only 192μg/m³, the 8-hour concentration had reached 168μg/m³, which still triggered the photochemical smog warning.
Implementation Suggestions
- Monitoring Equipment Configuration: UV radiometer, ozone analyzer and PAN online monitor need to be deployed simultaneously
- Data Quality Control: Ozone monitoring should comply with QX/T 171-2007 specification
- Early Warning Response Mechanism: It is recommended to establish a graded response system and initiate emergency measures when PAN>8μg/m³
