为加强小型水电站建设工程的建设管理,保证工程验收质量,使小型水电站建设工程的验收制度化、规范化,制定本标准。本标准适用于新建的总装机容量50 MW及以下、1.0MW及以上的小型水电站建设工程的验收。改扩建的小水电工程和新建的总装机容量1.0MW以下的小水电站工程验收可参照执行。

Background of Standard Revision and Scope of Application

The 2012 version of the regulations has undergone structural adjustments based on SL 168-96, adding five new chapters such as Sub-project Acceptance and Unit Project Acceptance, and clearly limiting the scope of application to newly built small hydropower projects of 1-50MW. Core acceptance process and technical specifications

Acceptance led by the project legal person includes:

  • Acceptance of sub-projects: Start within 5 working days after the completion of all unit projects
  • Acceptance of unit projects: Quality supervision agencies must be notified in advance
  • Acceptance of contract project completion: Settlement and site cleanup must be completed

Typical case: Unit startup acceptance

A 2×10MW power station adopts a 72-hour load test:

  1. The trial operation command group prepares the startup test procedure
  2. After completing the no-load operation inspection, enter the rated load continuous operation
  3. The 6-12 month trial production period is included in the acceptance cycle

Article 1.0.6 clearly stipulates: "Projects that have not been accepted or have failed acceptance should not be put into use", and violators shall bear legal responsibility.
