本标准适用于水情信息编码的编制。各省、自治区、直辖市和流域机构的水文部门和水工程规划设汁、建设、管理单位等所属水情站的水情信息传输，应执行本标准。
Scope
In order to unify the water regime information coding standards, transmit water regime information in a timely, accurate and effective manner, and better serve flood prevention and drought relief, water resources management and national economic construction, this standard is specially formulated. This standard applies to the preparation of water regime information coding. The hydrological information transmission of hydrological stations affiliated to hydrological departments and water engineering planning, design, construction, and management units of all provinces, autonomous regions, municipalities, and river basin agencies should implement this standard.
