Scope
The main technical content and relevant bases of the standard are as follows:
1. Main Content of the Standard
This standard specifies the inspection, detection, safety monitoring, evaluation methods, and management information system construction for underground structures of urban rail transit.
This regulation applies to the health monitoring scope of underground structures in operating or trial-operating urban rail transit systems.
2. Relevant Bases
To standardize the operation and management of urban rail transit during its operational period, the Ministry of Transport issued Order No. 8 of 2018 on Urban Rail Transit Operation Management on May 2018. The regulation clearly states that "the authorities in charge of urban rail transit and operating units should establish an intelligent management system for urban rail transit to monitor all operational processes, areas, and key facilities, with functions including operation control, monitoring of key facilities and critical sections, risk management and隐患排查, emergency response, safety supervision, etc., and achieve information sharing between the operating units and various levels of transportation authorities. This aims to improve operational safety management standards." It explicitly requires the relevant departments in charge of operations to conduct monitoring of critical areas, hazard inspections, and safety supervision, and it stipulates that such work should be integrated into the intelligent management system for urban rail transit.
3. Adoption of Standards and Relationships with Related Standards
Currently, the national standard "Methods for Operation Monitoring and Evaluation of Urban Rail Transit Facilities" is about to be released, which outlines basic requirements, inspection and monitoring methods for operational monitoring and evaluation. For the common aspects between this regulation and the aforementioned regulations, this regulation partially adopts these regulations.
Other relevant technical monitoring requirements are referenced from GB/T 50344 "Standard for Structural Inspection of Buildings", JGJ/T 23 "Technical Regulations for Detecting Compressive Strength of Concrete Using Rebound Hammer Method", GB 50026 "Engineering Survey Code", GB/T 50308 "Code for Engineering Survey of Urban Rail Transit Facilities", JGJ 8 "Code for Deformation Measurement in Buildings", and GB 50911 "Technical Specifications for Monitoring Technology of Urban Rail Transit Facilities".
Some cities have formulated relevant management systems or standards for the detection and monitoring of metro operation defects, safety inspections based on their specific needs. These efforts embody invaluable practical experience in urban rail transit operation and safety management. However, there are discrepancies among these local standards regarding the comprehensive and systematic nature of defect and hazard detection and monitoring. During the preparation of this standard, extensive research was conducted to fully reference and absorb the best practices from such systems while making necessary improvements. This ensures that the regulation system is complete, the management measures are effective, and they stay at the forefront.
