本标准规定了医院信息平台的总体技术要求、平台基本功能要求、信息资源规范、交互规范、IT 基础设施规范、安全规范和性能要求等。本标准不包括基于医院信息平台的应用系统(如居民健康卡、计算机化医嘱录入、智能电子病历编辑器、电子病历浏览器、区域医疗卫生协同、管理辅助决策支持、临床辅助决策支持和患者公众服务等)以及接入医院信息平台的医院业务系统(临床服务系统、医疗管理系统、运营管理系统等)应遵循的功能和技术要求。
本标准适用于二、三级医院的基于电子病历的医院信息平台建设。

Scope

This standard specifies the overall technical requirements, basic functional requirements of the platform, information resource specifications, interaction specifications, IT infrastructure specifications, security specifications and performance requirements of the hospital information platform. This standard does not include application systems based on hospital information platforms (such as resident health cards, computerized physician order entry, intelligent electronic medical record editors, electronic medical record browsers, regional medical and health collaboration, management auxiliary decision support, clinical auxiliary decision support and patient public services, etc.) and the functional and technical requirements that hospital business systems (clinical service systems, medical management systems, operations management systems, etc.) that are connected to the hospital information platform should follow. This standard is applicable to the construction of hospital information platforms based on electronic medical records in secondary and tertiary hospitals.
