Introduction
Standard Revision Background and Technological Evolution
GB/T13297-2021 is the core standard in the field of precision alloy packaging. After its first release in 1981 and its first revision in 1991, this revision has made 11 important adjustments in response to modern logistics needs and technological development. The new standard strengthens the application of new packaging technologies such as vacuum packaging, refines the weight restrictions under different loading and unloading methods, and reflects the technological transformation from "extensive packaging" to "precision protective packaging".
Comparison of core changes
| Technical elements | 1991 version regulations | 2021 version new regulations | Significance of changes |
|---|---|---|---|
| Hot-rolled flat products bundling specifications | Unspecified short-length products bundling rules | 3 or less short-length products are allowed to be bundled into large bundles | Reducing material loss rate by about 15% |
| Cold-rolled strip packaging | Only conventional packaging is specified | New Vacuum packaging option | Anti-oxidation cycle extended by 3-5 times |
| Number of labels | No minimum requirement is specified | At least 2 labels or 1 label shall be hung on each tray (bundle) | Traceability reliability is improved by 200% |
Key packaging technical requirements
1. Packaging of hot-rolled materials
For hot-forged (rolled) bars and flat products, the new standard specifies:
- Bars with a diameter of ≤50mm must be packaged in bundles and tied with blued steel strips or ≥4mm galvanized iron wire
- The upper limit of the bundle weight for mechanical loading and unloading is adjusted from 5000kg in the 1991 version to 8000kg
- New "3 pieces in one" rule for short-length materials has been added to solve the problem of handling scrap materials left over from history
2. Innovative packaging for cold-rolled strip
For cold (warm) rolled strip:
- Strips with a thickness ≤ 0.03mm are required to be vacuum packed + protected by plastic boxes
- Introducing the new concept of "ring bundling", strips with a width of >300mm require radial + ring double bundling
- Soft strips must be padded with vapor phase anti-rust paper between layers to increase the anti-corrosion performance by 70%
Marking and quality certification specifications
Typical case: After a special steel company implemented the new standard, the following improvements were made to solve the problem of label shedding:
- For rolled strip, double labels are applied inside and outside: outer ring printing + waterproof label affixed to outer packaging
- For bars with a diameter ≥50mm, end face laser marking is implemented, and the information retention time is extended to 10 years
- Anti-counterfeiting QR code is added to the wooden box packaging, and an electronic quality certificate is associated
14 essential items for the quality certificate
The new mandatory requirements include: alloy grade, furnace batch number, vacuum packaging mark (if applicable), anti-corrosion treatment method and other key information, and especially add the legal effect requirement of "seal of quality and technical supervision department".
Suggestions for the implementation of special requirements
When the purchaser has special packaging requirements, it is recommended to specify the following elements in the contract:
- Mechanical properties of alternative packaging materials (such as tensile strength ≥ 300MPa)
- Protection level under special climatic conditions (such as salt spray test report required for sea transportation)
- Data carrier type required for intelligent traceability (RFID/NFC tag)
Key points of storage management
The new standard stipulates storage requirements in a special chapter for the first time:
- Dry pads must be used on the bottom layer, and the height from the ground must be ≥ 150mm
- Moisture-proof treatment must be completed within 72 hours after unpacking
- Storage for more than 2 years requires re-corrosion protection according to the characteristics of the brand (e.g. nickel-based alloys require special anti-rust oil)
