本标准规定了基于IP网络的远程教育平台的总体要求，包括远程教育平台在网络、设备、应用层面的技术要求。本适用于基于IP网络的远程教育平台。本标准是在ＹＤ／Ｔ１１９６―２００２《基于ＩＰ网络的远程教学技术要求》的基础上参考了ＩＴＵ-Ｔ、ＩＥＴＦ相关国际标准编写而成的。
