Introduction

Analysis of the core content of the standard

As part 44 of the GB/T 32151 series, this standard specifically establishes unified specifications for greenhouse gas accounting for zinc smelting enterprises. The technical framework includes:

  • Accounting boundary: Distinguish between corporate legal entity boundary and process boundary, hydrometallurgy covers the whole process of roasting-electrodeposition, pyrometallurgy includes blast furnace-distillation system
  • Emission source classification: fossil fuel combustion (accounting for 63% of industry emissions), carbonate decomposition (soda ash/limestone), reducing agent use (coke/anthracite), indirect emissions from electricity and heat
  • Special treatment: residual carbon in rotary kiln slag (ZnO≥15%), coke allocation in crude zinc/crude lead process (79%:21%)

Key technical requirements for measurement and detection

Parameter type Measuring equipment Accuracy requirements Traceability standard
Fossil fuel consumption Level III scale/flow meter Solid fuel level 0.5 GB/T 23111
Carbonate purity Analytical balance ±0.1% GB/T 210
Kiln slag carbon residue Infrared carbon and sulfur meter 0.001% GB/T 6730.61

Application case: Data collection of hydrometallurgical zinc smelting enterprises

An electrolytic zinc enterprise with an annual output of 300,000 tons adopts the oxygen pressure leaching process. Its data quality control plan must include:

  1. Daily calibration record of natural gas flowmeter in the roasting process
  2. Monthly weighing record of limestone consumption (accuracy ±50kg)
  3. Time-sharing metering of purchased electricity (peak/flat/valley)

Scientific value selection system for emission factors

Standard construction of a three-level emission factor system:

Factor type Priority level Typical value example
Measured value Level 1 (CMA certification required) Coal carbon oxidation rate 93%±2%
Settlement voucher value Level 2 (invoice/test report) Natural gas calorific value 38.9GJ/10,000 Nm³
Default value Level 3 (Appendix C) Calcium carbonate emission factor 0.44tCO₂/t

Special Note: The electricity emission factor needs to distinguish between the average grid factor (0.583tCO₂/MWh) and the non-fossil energy transaction electricity (GEC certificate is required)

Implementation recommendations and industry impact

The implementation of the standard will promote the industry:

  • Establish process-level carbon emission records (refer to the 11 calculation formulas in Appendix E)
  • Optimize energy structure (carbon emissions per ton of zinc in electrolytic zinc process can be reduced by 1.2tCO₂)
  • Standardize report format (7 standard tables in Appendix B)

It is recommended that enterprises give priority to the following:

  1. Identification of major emission sources (≥95% emission coverage)
  2. Development of data quality plan (refer to Appendix F template)
  3. Prepare for third-party verification (keep original records for ≥5 years)
