Introduction
1. Background and significance of standard formulation
Farmland waterlogging is one of the major meteorological disasters that affect my country's agricultural production. It is mainly manifested in excessive or saturated soil water content, which leads to hypoxia of crop roots and growth stunting. The formulation of this standard aims to standardize the forecast and early warning services of farmland waterlogging meteorological levels and provide a scientific basis for agricultural disaster prevention and mitigation.
2. Comparative analysis of standard frameworks
| Standard dimensions | Classification of meteorological levels of farmland waterlogging | Rainfall index (PI) classification | Surface runoff depth (SRD) index |
|---|---|---|---|
| Level 1 | RS M0-50 ≥ 100%, and SRD ≥ 30mm or PI = 1, and SRD ≥ 30mm | - Daily rainfall ≥ 80mm and 5-day rainfall ≥ 400mm - Daily rainfall ≥ 200mm | ≥ 30mm |
| Level 2 | 95% < RS M0-50 ≤ 100% and PI ≥ 2, or PI = 2 and SRD ≥ 10mm | - Daily rainfall ≥ 50mm and 5-day rainfall ≥ 250mm - Daily rainfall ≥ 80mm and 5-day rainfall < 400mm | ≥ 10mm |
| Level 3 | 90% < RS M0-50 ≤ 95% and PI ≥ 3, or PI = 3 and SRD < 10mm | - Daily rainfall ≥ 50mm and 5-day rainfall < 250mm - Daily rainfall < 80mm and 5-day rainfall < 200mm | <10mm |
| Level 4 | 85% ≤ RS M0-50 ≤ 90% and PI = 4, or daily rainfall < 50mm and SRD < 10mm | - Daily rainfall < 80mm and 5-day rainfall < 150mm - Daily rainfall < 50mm and 5-day rainfall < 200mm | <30mm |
Note: The key data in the table have been highlighted for quick understanding.
3. Implementation Suggestions and Application Scenarios
(1) Agricultural Meteorological Monitoring Services
- Establish a meteorological monitoring network for farmland waterlogging in light of regional climate characteristics.
- Use satellite remote sensing and ground observation data to assess soil relative moisture (RS M0-50) and surface runoff depth (SRD) in real time.
(2) Disaster Warning and Emergency Response
- Issue disaster warnings in advance based on different levels of farmland waterlogging weather forecasts.
- Initiate agricultural disaster prevention and mitigation emergency plans for level 1 and level 2 disasters.
